Communication No. 1151: Ice Dancing

I. ISU Ice Dance Judges Seminars

In accordance with Rules 581, paragraph 6a) ii) and 589 paragraph 5a) i) b) of the ISU Special Regulations for Ice Dancing, all Judges and Referees for International Competitions and ISU Championships are obliged to attend an ISU Ice Dance Judges Seminar once every four (4) years.

In accordance with Rule 589 para 6 b) an individual nominated by a Member for the first time as a Judge for International Competitions must attend one ISU Ice Dance Judges Seminar in the 24 months preceding the nomination. This Seminar must include Trial Judging.

All Seminars will be conducted in English.

1. ISU Recognized Ice Dance Judges Seminars

a) The ISU Ice Dance Technical Committee (IDTC) has assigned ISU Recognized Ice Dance Judges Seminars to the following Members:

		 
		Courchevel, France* 		August 22 - 25, 2002 	 
		Kyoto, Japan** 			November 28 - December 1, 2002
		 
		* the first priority, besides France as Host Member,  will be given to Judges from Switzerland 
		** in conjunction with the NHK Trophy 

Both Seminars will include Trial Judging.

Participation: The ISU Ice Dance Judges Seminars are primarily for the Judges and Referees of the Host/Designated Member. However, Judges and Referees of other Members who need to attend Seminars may, upon application to the ISU Secretariat, with copies to the Host Member and the Chairperson of the Ice Dance Technical Committee, also attend, subject to the availability of places. These applications must be received at least four (4) weeks prior to the date of the respective Seminar. National Judges and Coaches up to an agreed number may also participate in these seminars for purposes of development, additional education and exchange of ideas should space be available.

Expenses:

  1. All expenses for the Moderator(s) of the Seminar will be covered by the ISU.
  2. The travel and living expenses (room and meals) for all participants of the Host Member (Referees, Judges, Coaches and demonstrating couple(s)) are to be borne by the Host Member.
  3. If the Moderator of the Seminar decides that other Ice Dance demonstrators than those of the Host Member are required, then the travel and living expenses for these invited skaters will be borne by the ISU, up to a maximum of two (2) couples.
  4. The administrative expenses (use of ice rink, classroom, supporting equipment and facilities and all other off ice expenses) are usually borne by the Host Member. However as an exception, the above-mentioned administrative expenses for the Seminar in Courchevel will be covered by the ISU because there will be only one Seminar this year in the European region which will include Trial Judging
  5. The travel and living expenses for the participants of any other Members who wish to attend this Seminar are to be borne by their respective Member.
  6. The demonstrators will receive (from the ISU) a contribution of 500 SFr. - per couple for skaters placed among the first 10 in any ISU Championships, and 300 SFr. - per couple for skaters not so placed.

b) Should any Member Federation wish to host an Ice Dance Judges Seminar over and above the ISU quota, they may apply to the ISU Secretariat with a copy to the Chairperson of the Ice Dance Technical Committee at least six (6) weeks prior to the start of this Seminar. All expenses related to the organisation of this Seminar, including those of the Moderator and demonstrators are to be borne by the Host Member.

2. ISU Sponsored Ice Dance Judges Seminar

The ISU Ice Dance Technical Committee will host an ISU Sponsored Ice Dance Judges Seminar which will be organized in:

Beijing, China
July 18 - 21, 2002

Participation:

The following persons are eligible to attend an ISU Sponsored Ice Dance Judges Seminar:

  1. First consideration will be given to Referees and Judges from China and D.P.R Korea who need to attend a Judges Seminar in 2002.
  2. If space is available, Ice Dance Referees and Judges from other Members who also need to attend a Seminar this year may be considered if they are unable to attend one of the other ISU Recognized Seminars announced above.
  3. National Ice Dance Judges of the Host Member eligible for future appointment as Judges for International Competitions (number to be agreed by Moderator).
  4. Ice Dance Coaches of the Host Member (number to be agreed by Moderator).

The maximum number of Referees and Judges participating in a Seminar must not exceed twenty (20).

The above-mentioned Members must send to the ISU Secretariat, with copies to the Host Member and the Chairperson of the Ice Dance Technical Committee, an application with the names of Referees and Judges who will participate in this Seminar. The application must be received by June 1, 2002. The Host Member must also send to the ISU Secretariat, with a copy to the Chairperson of the Ice Dance Technical Committee, the names of its own Referees, Judges and Coaches who will attend the Seminar.

Expenses:

The responsibility for the expenses of an ISU Sponsored Ice Dance Judges Seminar are allocated as follows:

  1. The travel expenses of the participating ISU Championship and International Referees and Judges will be borne by their respective Members.
  2. The living expenses (room and meals) of the participating Referees and Judges, including those of the Host Member (except National Judges and Coaches) will be borne by the ISU for the period from lunch on Thursday, July 18 to lunch on Sunday, July 21.
  3. All administrative expenses, including the living and travel expenses of the Moderators and demonstrating Ice Dance couple(s) will be borne by the ISU.

II. Third Annual ISU Ice Dance Referees' Conference

The annual ISU Ice Dance Referees' Conference is to be held in

Vienna, Austria
August 8 - 11, 2002

The main aim of this Conference is to broaden Referees general knowledge and provide detailed information concerning requirements for the Season 2002/2003. Referees participating in this Conference must undertake to disseminate this information among other Referees, Judges, Coaches and skaters in their respective countries.

As a condition of their attendance a report of such activity must be returned to the Chairman of the IDTC by October 15, 2002 at the latest. If no report is received then the IDTC reserves the right to charge to the Member of the attending delegate the cost of accommodation and food for the period of the Referees' Conference.

Participation:

The Ice Dance Technical Committee will invite through the respective Member, one individual from each Member which has ISU Championship or International Competition Referees on the current list. In addition, an ISU Championship Judge or Judge for International Competitions from a Member not having any Referees on the current list may be invited at the discretion of the Committee. The total number of the participants will not exceed thirty (30).

All participants must have a good knowledge of the English language.

Expenses:

The responsibility for the expenses for this Conference is as follows:

  1. The administrative expenses will be borne by the ISU;
  2. The living expenses (room and meals) of the participating Referees and Judges, including those of the Host Member will be borne by the ISU from lunch on Thursday, August 8, to lunch on Sunday, August 11. Registration will be at 5.00 p.m. on Thursday, August 8. (Special allowance for an extra night will be considered for those travelling from non-European countries).
  3. The travel expenses will be reimbursed by the ISU up to a limit of SFr 600 per person for representatives of West European countries, up to SFr. 800 per person for representatives of East European countries, up to SFr.1,200 for representatives of North America and Central Asia and up to SFr. 1,500 per person for representatives of Far East and Oceanic regions.

Members concerned must confirm the attendance of the invited Referee/Judge by notifying the ISU Secretariat with copy to the Chairperson of the Ice Dance Technical Committee by June 25, 2002. If the person is unable to attend, the Member may suggest an alternate for consideration.

The program of the Conference, hotel information and other details will be distributed to participants in due time by the ISU Secretariat.

III. Ice Dance Judges Examination

In accordance with Rule 589 para 7 f) & g), to be eligible for promotion to the class of "Judge for ISU Championships" the recommended candidate must have passed the ISU Ice Dance Judges Examination. Nomination to take the Examination will be made by the Member. Members may not nominate candidates until they have complied with the conditions of sub paragraphs a) to e) in the above-mentioned Rule.

Candidates having passed the examination will immediately be appointed by the IDTC and added to the current list of Judges for ISU Championships.

The Ice Dance Technical Committee announces that the Ice Dance Judges Examination will be held on the occasion of the Senior international competition "Nebelhorn Trophy 2002" in

Oberstdorf, Germany
September 4 - 7, 2002

Applications to participate must be submitted by the Member concerned, on behalf of their candidates, to the ISU Secretariat by April 15, 2002. Application forms that are not correctly completed will not be accepted. The Examination will consist of a written part and a practical part with Trial Judging. Full details of the Examination are available on request, through the ISU Secretariat.

The Examination will be conducted in English by Examiners appointed by the IDTC.

A Member whose Judge does not display a working knowledge of English, in the opinion of the IDTC, shall reimburse the ISU for the living expenses (room and meals) of that Judge.

Expenses:

  1. The travel and living expenses of the Examiners will be borne by the ISU;
  2. The administrative expenses (room and supplies) will be borne by the ISU;
  3. The living expenses (room and meals) of the attending candidates from dinner on Tuesday, September 3 until breakfast on Saturday, September 7 will be borne by the ISU;
  4. The travel expenses of the attending candidates will be borne by the respective Members.

The candidates are required to bring with them the Special Regulations for Ice Dancing, the ISU Ice Dance Rhythms Booklet and pertinent ISU Communications.

IV. Various

Please note that the Israel Ice Skating Federation has removed their Ice Dance Judge

from the list of ISU Officials with immediate effect.
