Communication No. 1139: Figure Skating

1. ISU Judges' Seminars 2002

The ISU has assigned the following ISU Sponsored Single-Pair Seminar for 2002 to the Member in the country indicated.

Zagreb, Croatia

In conjunction with the "Golden Spin" Competition, November 7th - 10th 2002

Participation

The following persons are eligible to attend an ISU Sponsored Seminar:

a) Referees and Judges for ISU Championships and International Competitions (in Singles and Pairs) up to a maximum of two (2) per participating Member.

b) National Judges of the Host Member eligible for future appointment as Judges for International Competitions (in Singles and Pairs) may also participate, up to a maximum number of ten (10).

c) National Judges from other Members who need to fulfill the provisions of Rule 425-5 a) ii up to a maximum of two (2) per participating Member.

d) One Coach nominated by each participating Member, except the Host Member, which may nominate up to a maximum of three (3).

e) National Judges of Members who have to fulfil the provisions of Rule 425 paragraph 6 c).

The maximum number of Referees, Judges and Coaches participating in a Seminar must not exceed thirty (30). The participants in the Seminar may not also serve as Referees, Judges or Coaches at the competition. All participating Referees, Judges and Coaches must have a working knowledge of English.

Members wishing to nominate Referees and/or Judges (in Singles and Pairs) and Coaches to participate in an ISU Sponsored Seminar, may make application to the ISU Secretariat, with copies to the Host Member and the Chairperson of the Figure Skating Technical Committee, not later than six (6) weeks prior to the scheduled date of the Seminar. The Host Member must also send to the ISU Secretariat, with a copy to the Chairperson of the Figure Skating Technical Committee, the names of those of its own Referees, Judges and Coaches who will attend the Seminar.

Language

All Seminars will be conducted in English.

Expenses

The responsibility for the expenses of an ISU Sponsored Seminar will be allocated as follows (as described in Communication No. 1123)

a) The travel expenses of the participating Referees, Judges and Coaches will be borne by their respective Members.

b) The living expenses (room and meals) of the participating Referees, Judges and Coaches, including those of the Host Member, will be borne by the ISU.

A Member whose Judge does not display a working knowledge of English, in the opinion of the Figure Skating Technical Committee, shall reimburse the ISU for the living expenses (room and meals) of that Judge.

The ISU has also recognized (for the purposes of Rule 425, paragraph 5 a (ii), 6 c) (if held with an International/National competition) and 7 d)) the following National Seminars:

* This sign designates that the seminar is held in conjunction with a National or International competition, which includes Pair skating.

These seminars are primarily for the Judges and Referees of the Member in the countries indicated. However, Judges and Referees of other Members needing to attend a seminar may, upon application to the Chairperson of the Figure Skating Technical Committee, also attend, subject to the availability of places. These applications must be received at least six (6) weeks prior to the start of the respective seminar. All seminars will be conducted in English. The participants in the Seminar may not also serve as Referees, Judges or Coaches at the competition. All participating Referees, Judges and Coaches must have a working knowledge of English.

Expenses

The responsibility for the expenses of an ISU Recognized National Judges seminar are described in the Communication No.1123

2. Special Topic Seminars 2002

A Communication will be published at a later date informing the Members of the dates and venues for these seminars.

3. ISU Figure Skating Judges Examination 2002

Pursuant to Rule 425 paragraph 7, the Examination for candidates for appointment as ISU Championship Judges in Figure Skating will be held in Oberstdorf, Germany, from September 6th - 9th, 2002 on the occasion of the Nebelhorn Trophy International Competition.

Applications to participate must be submitted by the Members concerned, on behalf of their candidates to the ISU General Secretary on the standard form provided for that purpose, no later than April 15th, 2002. No applications will be accepted after the closing date. Candidates for the Examination must have met all the requirements set forth in Rule 425 paragraph 7. Application forms, which are not fully and correctly completed, cannot be considered.

The Examination will be conducted in English by a panel of examiners appointed by the Figure Skating Technical Committee, consisting of up to five (5) ISU Championship Referees.

The Examination will consist of two (2) parts: a practical part, utilizing the competition and a written part, which will consist of 50 questions. These will include true or false, multiple choice questions, and questions that require a written response in the English language, which are divided as follows: 20 for Singles (Short Program and Free Skating), 20 for Pairs (Short Program and Free Skating); and

10 general questions covering the Special Regulations for Figure Skating. The sources on which the written questions are based are the 2000 Regulations and subsequently issued Communications and the Judges Manuals on Single Skating and Pair Skating. In order to pass the written part of the Examination, a candidate must correctly answer 84% of all questions and not less than 70% of the questions in each of the five (5) parts.

Candidates who pass the Examination will be immediately eligible to be added to their respective Member's list of Judges for ISU Championships

Expenses

The responsibility for the expenses of the Examination will be allocated as follows:

a) The administrative expenses will be borne by the ISU.

b) The travel, meal and accommodation expenses of the panel of examiners will be borne by the ISU.

c) The travel expenses of the attending candidates will be borne by their respective Member. Candidates should plan to arrive in Oberstdorf not later than during the day of September 6th 2002 and leave on September 9th , 2002

d) The living expenses (room and meals) of the attending candidates from September 6th to September 9th will be borne by the ISU.

A Member whose Judge does not display a working knowledge of English, in the opinion of the Figure Skating Technical Committee, shall reimburse the ISU for the living expenses (room and meals) of that Judge.

4. Nomination of Judges and Referees 2002, reminder to Members

Unfortunately it is continuing to be apparent from the Reports of the Referees that have been received that not all Judges from the ISU Members do have a "working knowledge of English".

As Members are aware, a working knowledge of English is a mandatory requirement to be able to be placed and retained on the lists of International Competition/Championship Judges and Referees. Therefore, the Figure Skating Technical Committee requests that Members only nominate Judges who, along with all the other requirements, also fulfil this requirement, as stated within the ISU Figure Skating Regulations.

5. New Single Skating Manual

A new Manual on Single skating, which now replaces the Judges Handbook II, has been published and is available for purchase from the ISU Secretariat at a cost of CHF. 50. This manual is user-friendly and will be a great learning tool for Referees, Judges, Coaches and Skaters alike.
