Communication No. 1138: Evaluation of Officials Performance in Short Track Speed Skating

In accordance with Rule 290, paragraph 8, the ISU has adopted the following system for recommendation of assessments for Referees, Starters and Competitors Stewards whose performance has been considered as unacceptable or who are lacking the required activity. Such assessments, including demotions/removals listed in this Communication, are considered under Article 22, paragraph 3 of the ISU Constitution to be performance evaluations and not disciplinary sanctions.

Performance evaluations are based on the Reports of Referees, see Rule 291, paragraph 4 e) and the Report of the Representative of the Technical Committee, see Rule 289, paragraph 6. The Technical Committee for Short Track Speed Skating will review the Reports and make an evaluation based on the following points.

Assessment 1

The Technical Committee will decide whether any of the following problems have occurred and will record the respective remark in the Officials file.

Assessment 2

The Technical Committee will decide whether any of the following problems have occurred and will send a Letter of Warning

Demotion/Removal of Referees, Starters and Competitors Stewards

If the activity of Referee, Starter or Competitors Steward has been proven to be unacceptable, incompetent or biased over a certain, the Technical Committee will assess whether any of the following problems have occurred and will demote or suspend the Official in accordance with Rule 290, paragraph 1d).

General Information

Performance assessment are not disciplinary sanctions, however penalties such as suspension or exclusion for misconduct of a Referee, Starter or Competitors Steward may be imposed by the Council in accordance with the ISU Constitution and Regulations.
