A. Figure Skating
Entries
Entries will be determined in accordance with Rule 400 of the 2000 ISU Special Regulations Figure Skating. The maximum number of entries for the Olympic Winter Games is thirty (30) for Ladies and Men and twenty (20) for Pairs. There are two different ways to qualify for the 2002 Olympic Winter Games:
1. Accumulation of points according to Rule 378, paragraph 2 b) and c) for Members which have participated in the immediately preceding year's World Figure Skating Championships (Vancouver 2001).
According to Rule 400, paragraph 3, twenty-four (24) entries in the singles' events (Ladies' and Men's) and sixteen (16) in the Pairs' event will be determined according to the diagram outlined below. Members with only one entry are listed in order of their best-placed skater in the 2001 World Figure Skating Championships.
According to Rule 378, paragraph 2 b) and c), the number of skaters per discipline (Ladies, Men, Pairs) a Member may enter in the 2002 OWG is determined in accordance with the following diagram:

The above-mentioned points are calculated by the addition of placements at the 2001 World Figure Skating Championships. If three (3) skaters participated in the 2001 World Figure Skating Championships, only the two (2) best placed count for points.
2. Remaining open entries: Rule 400, paragraph 4
According to Rule 400, paragraph 4, the remaining open entries available will be filled by Members in order of their placements at a Senior International Competition designated by the ISU (Golden Spin of Zagreb, Croatia, November 7-11, 2001). The open entries are available only to those Members which have not previously earned an entry in the respective discipline (according to Rule 400, paragraphs 2 and 3) and only one (1) entry per discipline and Member may be earned.
3. Host Member USA: Rule 400, paragraph 5
In the case where the skater/pair of the Host Member went through the normal qualifying procedure and did not qualify under Rule 400 paragraphs 3 or 4, one (1) skater/pair of the Host Member shall have the right to participate in each event (Ladies, Men and Pairs), as skater number 30 in the Single events and as pair number 20 in the Pairs event. In such case the number of skaters/pairs taken from the Senior International Competition designated by the ISU (Golden Spin of Zagreb, Croatia, November 7-11, 2001) will be reduced (and not the number of skaters/pairs described in paragraph 1 above).
4. Members having earned entries at the 2001 World Figure Skating Championships: Rule 400, paragraph 6
Members which have earned entries under the provisions of Rule 400, paragraphs 2 and 3, should inform the ISU Secretariat not later than September 15, 2001 if they intend to use their full quota of entries. In the case that some Members do not intend to use their full quotas of entries, the remaining open entries up to twenty-four (24) entries in the single's event and sixteen (16) in the pairs event will be filled by increasing the number of entries according to Rule 400, paragraph 4.
Members not exercising the right to announce their participation: Rule 400, paragraph 7. In the event that Members do not exercise their right to announce their participation within the prescribed IOC date limit in accordance with Rule 400, paragraphs 3 and 4, stand-by entries will be chosen, based on the final results of the Senior International Competition designated by the ISU (Golden Spin of Zagreb, Croatia, November 7-11, 2001) for those Members not qualified and not yet represented.

B. Ice Dancing
Entries
Entries will be determined in accordance with Rule 570 of the 2000 ISU Special Regulations Ice Dancing. The maximum number of entries for the Olympic Winter Games is twenty-four (24). There are two different ways to qualify for the 2002 Olympic Winter Games:
1. Accumulation of points according to Rule 558, paragraph 2 b) and c) for Members which have participated in the immediately preceding year's World Figure Skating Championships (Vancouver, 2001).
According to Rule 570, paragraph 3, nineteen (19) entries will be determined according to the diagram outlined below. Members with only one (1) entry are listed in order of their best-placed couple in the 2001 World Figure Skating Championships.
According to Rule 558, paragraph 2 b) and c), the number of couples a Member may enter in the 2002 OWG is determined in accordance with the following diagram:

According to Rule 570, paragraph 4, the remaining open entries available will be filled by Members in order of their placements at a Senior International Competition designated by the ISU (Golden Spin of Zagreb, Croatia, November 7-11, 2001). The open entries are available only to those Members which have not previously earned an entry in the respective discipline (according to Rule 570, paragraphs 2 and 3) and only one (1) entry per discipline and Member may be earned.
3. Host Member USA: Rule 570, paragraph 5
In the case where the Host Member went through the normal qualifying procedure and did not qualify under Rule 570 paragraphs 3 or 4, one (1) couple of the Host Member shall have the right to participate in the Dance event as couple number 24. In such case the number of couples taken from the Senior International Competition designated by the ISU (Golden Spin of Zagreb, Croatia, November 7-11, 2001) will be reduced (and not the number of couples described in paragraph 1 above).
4. Members having earned entries at the 2001 World Figure Skating Championships: Rule 570, paragraph 6
Members which have earned entries under the provisions of Rule 570, paragraphs 2 and 3, should inform the ISU Secretariat not later than September 15, 2001 if they intend to use their full quota of entries. In the case that some Members do not intend to use their full quotas of entries, the remaining open entries until nineteen (19) entries are reached, will be filled by increasing the number of entries according to Rule 570, paragraph 4.
Members not exercising the right to announce their participation: Rule 570, paragraph 7. In the event that Members do not exercise their right to announce their participation within the prescribed IOC date limit, in accordance with Rule 570, paragraphs 3 and 4, stand-by entries will be chosen based on the final results of the Senior International Competition designated by the ISU (Golden Spin of Zagreb, Croatia, November 7-11, 2001) for those Members not qualified and not yet represented.

C. Referees, Assistant Referees and Judges for Figure Skating and Ice Dancing for the OWG 2002
1. Appointment of Referees and Assistant Referees for the 2002 OWG, Rules 126, paragraph 8, 401 and 571
The Referees and Assistant Referees for the Figure Skating and Ice Dancing events of the OWG must be Referees for ISU Championships and shall be appointed by the President or, with the consent of the former, by the Vice President for Figure Skating.

Ice Dancing (Rule 572)
According to Rule 572 the number of Judges required for the OWG in Ice Dancing competitions, including the substitute Judge for each panel, shall be selected from those Members having the right to send skaters.
The draw for Judges will be held at the end of the Olympic Qualifying Competition in Zagreb, as soon as all the Members which qualify for entries are known. A maximum of 10 Judges will be drawn.
3. Confirmation from Members exercising their respective right to nominate and send Judges to the 2002 OWG
Members drawn after the conclusion of the 2001 World Figure Skating Championships, to send Judges for Figure Skating at the 2002 OWG must confirm their intention to do so, including the names and respective discipline (Ladies, Men, Pairs) of the Judges, no later than September 17, 2001.
Members drawn after the conclusion of the Golden Spin of Zagreb, to send Judges for Ice Dancing at the 2002 OWG must confirm their intention to do so, including the names and respective discipline of the Judges, no later than November 18, 2001.
The ISU/local Organizing Committee (SLOC) and the IOC will pay the travel, board and lodging expenses for the Figure Skating/Ice Dancing Referees and Judges in the Salt Lake 2002 OWG, though the ISU.
Specific instructions as to the applicable expense guidelines will follow in due course.
4. Discrepancy between Figure Skating & Ice Dancing Rules for labeling of Judges during OWG
The ISU Council has agreed that all Judges for the 2002 OWG should be designated ISU. The local Organizing Committee (SLOC) has been informed of this by letter.
D. Senior International Competition designated by the ISU: Golden Spin of Zagreb
1. Appointment of Referees and Assistant Referees for the Golden Spin of Zagreb, 2001
The Referees and Assistant Referees for the Senior International Competition designated by the ISU to fill the remaining open entries (Golden Spin of Zagreb, Croatia, November 7-11, 2001) will be appointed by the President, or with the consent of the former, by the Vice President for Figure Skating (Rules 380 and 525 apply).
2. Composition of panel of Judges for the Golden Spin of Zagreb, 2001
The panel of Judges for the Senior International Competition designated by the ISU to fill the remaining open entries (Golden Spin of Zagreb, Croatia, November 7-11, 2001) shall consist of Judges on the current list of Judges for ISU Championships. This panel shall be drawn at random (Rules 382 and 527 apply).
3. Entries for the Golden Spin of Zagreb, 2001
Information on board, lodging and all other relevant details will be forwarded by the Organizing Committee of the Golden Spin of Zagreb.
The qualification system is based on Rule 221 of the 2000 ISU Special Regulations Speed Skating. This ISU Communication details the qualification procedures as well as the drawing procedures given in Rule 225.
1. Required qualifying times
A Member may enter skaters in each of the distances if such skaters have achieved the listed qualifying times for the distance(s) concerned:

2. Conditions for recognition of achieved qualifying times
Qualifying times will only be recognized provided:
a) the time has been achieved during the period October 1, 2001 - January 27, 2002 at any of the following competitions:
However, results achieved during the 3000 meters for Ladies and the 5000 meters for Men at the 2002 OWG, may also be recognized as valid qualifying times for the 5000 meters for Ladies and the 10 000 meters for Men, respectively.
b) for Country matches and National Championships/National Olympic Trials to be considered for achievement of qualifying times, the organizing ISU Member should announce to the ISU Secretariat by October 1st, 2001 the program as well as the planned date and place for such events. A copy of the announcement should be sent to the ISU Secretariat 4 weeks before the first day of the event (see ISU Regulations, Rule 104, paragraph 14 b). If no notification has been given to the ISU Secretariat two weeks prior to such events, results achieved in the competitions concerned may not be recognized as valid qualifying times. The Referees and Starters at the competitions must be included in the lists of Speed Skating Referees and Starters as published in ISU Communication No. 1125 or any amendments to this Communication.
c) automatic timekeeping (see Rule 246) must have been used in the competitions that are considered for achievement of qualifying times.
d) sufficient verification of the achieved times has been submitted to the ISU.
e) Anti-Doping tests in accordance with the current ISU Anti-Doping Code (Communication No. 1121) must be organized at all competitions considered for achievement of qualifying times.
3. Verification and approval of achieved qualifying times
a) The ISU Speed Skating Technical Committee is responsible for the approval of achieved qualifying times.
b) The ISU Member is responsible for submitting to the ISU verification of the best achieved qualifying time per distance for each skater who will be entered for the 2002 OWG. The verification shall include the date and venue where the time has been achieved. Unless the time has been achieved at an ISU Championship or a World Cup Competition, a copy of the list of results must be enclosed. Furthermore, the verification must include a statement from the organizing ISU Member that all conditions stated in paragraph 2 above have been fulfilled. The information must reach the ISU Secretariat (fax no. +41 21 612 66 77) no later than January 28, 2002.
c) An ISU Member organizing competitions in which the required qualifying times are achieved by some skaters, are urgently requested to send immediately the complete list of results for the distance(s) concerned by fax to the ISU Secretariat.
d) If an ISU Member, during the qualifying period, intends to organize International Competitions which are not already listed in the ISU Communication on International Speed Skating Competitions 2001/2002 (No. 1124), the announcement must be sent to the ISU General Secretary at least 4 weeks prior to the event (Rule 110) in order that these competitions may be considered for the approval of qualifying times.
1. Number of participating skaters
The total number of accredited skaters from any Member may not exceed ten (10) Ladies and ten (10) Men.
2. Entry quotas per distance / Restricted number of skaters in the long distances
a) For the 500, 1000 and 1500 meters for Ladies and Men each Member may enter a maximum of four (4) skaters in each event.
b) For the 3000 and 5000 meters for Ladies and the 5000 and 10 000 meters for Men each Member may enter a maximum of three (3) skaters in each event.
c) For the 3000 meters for Ladies and 5000 meters for Men, a maximum of thirty-two (32) skaters will be permitted in each distance. If more than thirty-two (32) skaters have been entered, the selection of the 32 participants will be made according to the following steps:
d) For the 5000 meters for Ladies and 10 000 meters for Men, a maximum of sixteen (16) skaters will be permitted in each distance. Members having skaters among the best sixteen (16) in the 3000 meters for Ladies and the 5000 meters for Men in the 2002 OWG will have the right to enter a corresponding number of skaters, with the following exceptions:
a) In the Entry by Name form for each skater all distances for which the skater may possibly be entered (including as a substitute) must be clearly indicated. The names of the skaters and substitutes for each distance shall be presented to the Salt Lake Organizing Committee (SLOC) not later than three days before the distance shall be skated (see Rule 221, paragraph 8).
b) It is recommended that all skaters who have achieved the qualifying time for the distance are entered, either as skaters or substitutes. This recommendation also applies for the long distances (3000 m and 5000 m Ladies, 5000 m and 10 000 m Men). This will allow a Member to change its final entry (before the draw for the distance) in case of injuries etc. In the longer distances it could give a Member the chance to be granted additional start positions if some other Members do not make use of their full entry quota (e.g. in the case of a qualified skater being withdrawn).
c) For 3000 m Ladies and 5000 m Men, a list of selected skaters and ranked reserves will be issued by the ISU Speed Skating Technical Committee when the entries for the distances have been received. If some of the 32 selected skaters are withdrawn before the draw for the distance, skaters from the reserve list will be admitted.
d) For 5000 m Ladies and 10 000 m Men a list of entry quotas will be issued by the ISU Speed Skating Technical Committee after the respective 3000 m Ladies' and 5000 m Men's races at the 2002 OWG. It is recommended to enter additional skaters (who have achieved the qualifying time) as substitutes. This applies also for Members that were not initially granted a start position. If more than one substitute is entered, their order of priority should be given.
e) For the procedure and deadlines for entries through the National Olympic Committees (NOCs), please refer to section IV on page 10 of this Communication.
For the drawing of each distance the skaters will be placed into groups according to their position in a time ranking list based on their results in World Cup Speed Skating Competitions during the season 2001/2002. Skaters with no results from World Cup Competitions will be ranked thereafter, based on their best approved qualifying times (for details, see Rule 225). These ranking lists will be issued by the ISU Speed Skating Technical Committee.
The Referees, Assistant Referees and Starters for the Salt Lake 2002 OWG must be listed as Referees and Starters for ISU Championships 2001/2002 in the ISU Communication no. 1125. These Officials shall be appointed by the ISU President or, with the consent of the former, by the ISU Vice President for Speed Skating, as per Rules 126 paragraph 8 and 236 paragraph 1.
The qualification system and entries shall be decided in accordance with the 2000 ISU Special Regulations for Short Track Speed Skating, Rule 286, with the following priorities:
a) The maximum Entry per Member is 6 Men, 6 Ladies, 1 coach, 1 teamleader respectively
b) Individual events
On the basis of the final classification of the Olympic Qualifying Competition held in Salt Lake City on October 25-28, 2001 entries will be determined according to the following priorities:
c) Relay events
The qualification system and the entries for the relay events are as follows, on the basis of the Qualifying Competition held in Salt Lake City on October 25-28, 2001:
a) Should a Member, after qualifying in the individual events, be unable to fulfill the stated number of entries then the ISU shall only replace that entry with the next best placed skater from the results of the Olympic Qualifying Competition if the total number of entries falls below thirty-two (32) skaters.
b) Should a Member, after qualifying for the relay events, be unable to fulfill the stated entry, then the ISU shall replace that entry with the next best placed team from the results of the Olympic Qualifying Competition (Salt Lake City, October 25-28, 2001).
c) We remind all ISU Members of the requirements of Rule 286, paragraph 6, i.e. that entry into the Olympic Qualifying Competition (Salt Lake City, October 25-28, 2001) and qualifying for the 2002 OWG will be confirmation of the Member's intent to participate in the 2002 OWG Short Track Speed Skating events.
d) For the procedure and deadlines for entries through the National Olympic Committees (NOCs), please refer to section IV on page 10 of this Communication.
The Referee, Assistant Referee, Starters and Competitors Steward shall be appointed by the ISU President, or with the consent of the former, by the Vice President for Speed Skating, as per Rules 126, paragraph 8 and 290, paragraph 7.
It is understood that entries for the Olympic Winter Games are made through the respective National Olympic Committee (NOC). Each NOC has its own qualification criteria, which means that all qualified skaters under ISU Rules will not automatically compete in the 2002 OWG and are subject to entry by their respective NOC.
The 2000 ISU Special Regulations and the relevant ISU Communications will apply to all Salt Lake 2002 OWG skating events.
Any unforeseen incidents not covered by the Rules will be handled as follows:
Sport entries and qualifications
In order for a skater to compete in the Salt Lake 2002 OWG, a National Olympic Committee (NOC) must submit an official Entry by Name form for each skater, identifying the event in which the skater will compete. The SLOC sport entries department will work with each of the International Federations (IFs) to verify that the entered skaters have met the qualification standards. The sport entries and qualification process will occur in three phases:
Members will receive specific information regarding the accreditation process for ISU Officials in a separate Communication. Nevertheless, please already be informed that individuals subject to accreditation to the 2002 OWG must present a passport valid until at least March 24, 2002, except for individuals from the following countries whose passports must be valid until at least September 24, 2002: Andorra, Armenia, Azerbaijan, Belarus, Bulgaria, DPR Korea, Estonia, Georgia, Kazakhstan, Latvia, Lithuania, Mongolia, China, Romania, Ukraine, Uzbekistan, Yugoslavia.
