Communication No. 1129: Synchronized Skating



I. WORLD CHALLENGE CUP FOR JUNIORS 2002

The ISU Council at its fall meeting in October 2000 has approved the Synchronized Skating World Challenge Cup for Juniors. It has been decided that one of the already existing Synchronized Skating International Competitions for Juniors will be appointed as the Synchronized Skating World Challenge Cup / WCC for Juniors. The final date and place for the WCC for Juniors has been decided by the ISU Synchronized Skating Technical Committee.

The World Challenge Cup 2002 will be organized in cooperation with the Croatian Skating Federation and the Organizing Committee, of the respective Synchronized Skating International Competition, Zagreb Snowflakes Trophy 2002 in:

Zagreb, Croatia       March  7-9, 2002

Participating Teams

Five (5) best placed ISU Members from the 2001 World Challenge Cup for Juniors (FIN, CAN, USA, RUS, SWE) may enter with two (2) teams. All other ISU Member may enter one (1) Junior team.

Team Composition

The participating junior teams must consist of 16 - 20 skaters with maximum four (4) alternates.

Teams expenses

The travel and living expenses of all participating teams are the responsibility of the respective ISU Member.

Judges nomination and travel arrangements

Each participating ISU Member may nominate one (1) Judge for ISU Synchronized Skating Championships or a Referee for ISU Synchronized Skating Championships, listed on the ISU List of Referee's and Judges for Synchronized Skating 2001/2002. The same Judges may also serve as Judges for the Senior category event (the Senior category will be held as the Synchronized Skating International Competition, Zagreb Snowflakes Trophy 2002).

All expenses (travel, room and meals) of all nominated Judges and Referees will be borne by the ISU starting with dinner on Wednesday, March 6 for Non-European Judges respective with lunch on Thursday, March 7 for European Judges to breakfast on Sunday, March 10, 2002 for European Judges or breakfast on Monday, March 11, 2002 for Non-European Judges (in case that there is no flight connection available on Sunday afternoon). A Judges Event Review Meeting will be held on Sunday morning, March 10, 2002 between 8:00 and 11:00 a.m.

The travel expenses of the nominated Judges and Referees will be reimbursed by the ISU, subject to a submission of actual ticket receipts. The flight tickets ordered must be an Apex or Super Apex air ticket.

Entries and Nomination

Entries of Teams, nominated Judges and Team Leaders must be made by the respective National Associations on the designated Official Forms.

Preliminary Entries indicating participation of the ISU Member must be submitted not later than December 15, 2001, while final entries with the name of the selected Team and Judge must be submitted not later than February 16, 2002



II. TRIAL JUDGING

The Sponsored Trial Judging, as per Rule 818 paragraph 6a (i), will be conducted by the Synchronized Skating Technical Committee in connection with the Synchronized Skating World Challenge Cup for Juniors which will be held in

Zagreb, Croatia March 7-9, 2002

Acting as a Trial Judge in this designated International Synchronized Skating Competition will be considered as activity for present Judges/Referees for International Synchronized Skating Competitions.

Those ISU Members needing to provide activity either for their present Judges/Referees for International Synchronized Skating Competitions or their National Judges who before April 15, 2002 will be nominated by the respective ISU Member as a Judges for International Synchronized Skating Competitions, must send applications to the ISU Secretariat with a copy to the Chairperson of the Synchronized Skating Technical Committee, not later than February 1, 2002.

As the total number of participants of the Trial Judging is restricted, the Synchronized Skating Technical Committee will make the final selections from the applications submitted.

Expenses

a) All administrative expenses, including living and travel expenses of the moderator(s) of the Trial Judging will be borne by the ISU.

b) The ISU will pay a travel contribution, subject to submission of actual ticket receipts, to a maximum of 800 SFr per participant for representatives of European countries and 1000 SFr per participant for representatives from North America, Asia and Oceanic regions.

c) The living expenses (room and meals) of the participants will be borne by the ISU for period from lunch on Thursday, March 7 to breakfast on Sunday, March 10, 2002.

Expenses and contributions will only be paid by the ISU on the condition that the participants are in attendance during the whole duration of the Trial Judging.

Travel contribution will be made from the ISU Secretariat to the ISU Member concerned after the Trial Judging has been completed.

III. ISU Synchronized Skating Judges Special Topic Seminar - Presentation Mark Seminar

The ISU Synchronized Skating Technical Committee will host an ISU Sponsored Synchronized Skating Judges Presentation Marks Seminar which will be organized in:

London, Great Britain, November 8-10, 2001

The aim of the seminar is to educate Judges, in depth, on how to correctly evaluate the Presentation Mark in Synchronized Skating.

Participation:

The following persons are eligible to attend this ISU Sponsored Special Topic Seminar:

a) Referees and Judges for ISU Synchronized Skating Championships up to maximum of two (2) per participating Member

b) Judges for International Synchronized Skating Competitions of those ISU Members who participated at the last World Synchronized Skating Championships 2001, but do not have Judges for ISU Synchronized Skating Championships, to a maximum of one (1) per participating Member (CZE, EST, RSA).

All participants must have a very good knowledge of the English language.

Expenses:

a) The administrative expenses, including the living and travel expenses of the moderators will be borne by the ISU.

b) The living expenses (room and meals) of the participating Referees and Judges will be borne by the ISU from dinner on Thursday, November 8 to breakfast on Sunday, November 11, 2001.

c) The travel expenses of the participants will be reimbursed by the ISU, subject to submission of an actual ticket receipts, to a limit of 800 Swiss Francs (SFr. 800) per person for representatives of European countries, up to 1000 Swiss Francs (SFr. 1000) per person for representative from North America and up to 1.200 Swiss Francs (SFr. 1.200) per person for representatives from Asia and Oceanic regions.

The hotel is situated about 40 minutes by taxi from Heathrow Airport and one (1) hour 20 minutes from Gatwick. From Heathrow the Airbus A1 or the underground (either to Gloucester Road Station or Earls Court Station with the Piccadilly line) can be taken.

Time Schedule:

Participants are required to arrive on Thursday, November 8 by 18:00 as the Seminar will begin at 18:30 (6:30 p.m.).

The Seminar will end on Saturday evening and therefore the participants may plan their departures on Sunday morning.

All Participants are welcome to bring their skates with them, as there will be an on-ice skating lesson.

Applications:

ISU Members wishing to nominate Referees/Judges to participate in the Seminar must send the names of those of their Referees/Judges who will attend the Seminar to the Chairperson of the Synchronized Skating Technical Committee, not later than October 1, 2001.



IV. ISU Recognized Synchronized Skating Judges Seminar

The ISU Synchronized Skating Technical Committee (SySTC) has assigned an ISU Recognized Synchronized Skating Judges Seminar to the following Member:

Sweden, Göteborg December 7-9, 2001

Participation:

The ISU Synchronized Skating Seminars are primarily for the Judges and Referees of the Host Member. However, Judges and Referees of other Members who need to attend a Seminar, may upon application to the ISU Secretariat, with copy to the Chairperson of the Synchronized Skating Technical Committee, also attend, subject to the availability of places.

National Judges and Coaches up to an agreed number may also participate in this seminar for purposes of additional education and exchange of ideas, should space be available. The Host Member must also send the application to the ISU Secretariat with a copy to the Chairperson of the SySTC, the names of those own Referees, Judges and Coaches who will attend the seminar.

Language:

The Seminar will be conducted in English.

Expenses:

a) All expenses (the travel and living expenses) for the Moderator(s) of the Seminars, designated to serve by the Synchronized Skating Technical Committee, will be borne by the ISU.

b) The travel and living expenses (accommodation and meals) for all participants of the Host Member are to be borne by the Host Member.

c) The travel and living expenses (accommodation and meals) for the participants of any other Members who wish to attend this Seminar are to be borne by their respective Members.

d) The administrative expenses (use of ice rink, classrooms, supporting equipment and facilities and all other off-ice expenses) will be borne by the Host Member.

Time Schedule:

Participants are required to arrive on Friday, December 7 by 16:00 as the Seminar will begin at 17:00 (5:00 p.m.). The Seminar will end on Sunday, December 9, 2001 at 13:00 (1:00 p.m.)

V. Synchronized Skating Judges Examinations 2002

In accordance with the Rule 818, paragraph 2a) and 9, to be eligible for promotion to the class of Judges for ISU Synchronized Skating Championships, the candidates must have passed the ISU Synchronized Skating Judges Examinations.

The Synchronized Skating Judges Examination will be held on the occasion of the ISU World Synchronized Skating Championships 2002 in:

Rouen, France April 12-14, 2002

The candidates for the Examination must have met all the requirements set forth in the Rule 818, paragraph 9 respective paragraph 8 a)-f). The Examination will consist of two (2) parts: a practical part, utilizing the Championships events and a written part which will consist of questions regarding Synchronized Skating rules (from the Special Regulations for Synchronized Skating 2000) and the principles of judging (from the Judges Handbook for Synchronized Skating 1998). The Examination will be conducted in English by a panel of examiners appointed by the SySTC. Full details of the Examination are available on request, through the Chairperson of the SySTC.

Applications:

The ISU Members are reminded that applications to participate must be submitted by the Member concerned, on behalf of their candidates, to the ISU General Secretary with a copy to the Chairperson of the Synchronized Skating Technical Committee on the standard form provided for that purpose, not later than December 1, 2001.

Expenses:
The responsibility for the expenses of the Examination will be allocated as follows:

a) The travel, meal and accommodation expenses of the panel of examiners will be borne by the ISU.

b) The administrative expenses (room and supplies) will be borne by the ISU. d) The living expenses (room and meals) of the attending candidates from lunch on Thursday, April 11 to breakfast on Sunday, April 14, 2002 will be borne by the ISU.

e) Candidates must arrive at the Official Hotel in Rouen before noon on Thursday, April 11 and leave the hotel on Sunday afternoon (Judges Examination will end at 11:00 a.m.), April 14, 2002.

A Member whose Judge does not display a working knowledge of English, in the opinion of the Examiners, shall reimburse the ISU for the living expenses (room and meals) of that Judge.



VI. Applications for Organizing ISU Recognized Synchronized Skating Judges Seminars 2002

ISU Members wishing to organize Judges Seminars in the year 2002 must apply to the ISU General Secretary, with a copy to the Chairperson of the Synchronized Skating Technical Committee, not later than January 1, 2002.

Members are also reminded that the Synchronized Skating Technical Committee may recognize national seminars organized by a Member as official seminars for the purpose of Rule 818, para 10. Such seminars should, if possible, be conducted during a competition. A moderator designated by the Synchronized Skating Technical Committee must conduct these seminars.
