1. ISU Sponsored Single-Pair Judges' Seminars 2002
Experience continues to show that Single-Pair Seminars are of greater value and of more interest for the participants when held in association with an International Competition, since the various events of the competition can be used for the practical parts of the Seminars.
Accordingly, those Members, which have announced or will announce International Competitions to be held during the period January through December 2002, and which are also willing to organize a Single-Pair Seminar sponsored by the ISU at the same time, may apply to do so to the ISU Secretariat, with a copy to the Chairperson of the Figure Skating Technical Committee, no later than October 1st, 2001.
The following information must be included in the application:
a) The Announcement of the Competition, including the schedule of events, which must include Pair Skating.
b) The ice rink to be used and the number of hours per day of ice time available.
c) The hotel to be used and the cost of accommodation (full pension).
Participation
The following persons are eligible to attend an ISU Sponsored Seminar:
a) Referees and Judges for ISU Championships and International Competitions (in Singles and Pairs) up to a maximum of two (2) per participating Member.
b) National Judges of the Host Member eligible for future appointment as Judges for International Competitions (in Singles and Pairs) may also participate, up to a maximum number of ten (10).
c) National Judges from other Members who need to fulfill the provisions of Rule 425-5 a) ii up to a maximum of two (2) per participating Member.
d) One (1) Coach nominated by each participating Member, except the Host Member, which may nominate up to a maximum of three (3).
The maximum number of Referees, Judges and Coaches participating in a Seminar must not exceed thirty (30). The participants in the Seminar cannot also serve as Referees, Judges or Coaches at the competition. All participating Referees, Judges and Coaches must have a working knowledge of English.
Members wishing to nominate Referees and/or Judges (in Singles and Pairs) and Coaches to participate in an ISU Sponsored Seminar, may make an application to the ISU Secretariat, with copies to the Host Member and the Chairperson of the Figure Skating Technical Committee, not later than six weeks prior to the scheduled date of the Seminar. The Host Member must also send to the ISU Secretariat, with a copy to the Chairperson of the Figure Skating Technical Committee, the names of those of its own Referees, Judges and Coaches who will attend the Seminar.
Language
All Seminars will be conducted in English. Please note that a Member whose Judge/s does not display a working knowledge of English, in the opinion of the Figure Skating Technical Committee, shall reimburse the ISU for the living expenses (room and meals) for these Judge/s.
Expenses
The responsibility for the expenses of an ISU Sponsored Seminar will be allocated as follows:
a) The administrative expenses (use of ice surface, classroom and all supporting equipment/facilities) will be borne by the Host Member.
b) If the Moderator/s requires skaters to demonstrate, the travel and living expenses of not more than two (2) single skaters and one (1) pair to serve as demonstrators will be borne by the ISU.
c) The travel and living expenses of the moderator/s of the Seminar designated to serve by the Figure Skating Technical Committee will be borne by the ISU.
d) The travel expenses of the participating Referees, Judges and Coaches will be borne by their respective Members.
e) The living expenses (room and meals) of the participating Referees, Judges and Coaches, including those of the Host Member, will be borne by the ISU.
f) The demonstrators, in addition to travel and living expenses, will receive a contribution of SFr. 500. - (each) for skaters who have participated in ISU Championships and SFr. 300. - (each) for all other skaters, which shall be borne by the ISU.
g) The travel and living expenses for up to a maximum of two (2) Coaches, if requested by the ISU to accompany the demonstrators, shall be borne by the ISU.
h) In addition to travel and living expenses, Coaches requested by the ISU to assist in the running of the Seminar, will receive a contribution of SFr. 1000. -, which shall be borne by the ISU.
2. ISU Recognized Single-Pair Seminars
Members are also reminded that the Figure Skating Technical Committee may recognize national seminars organized by a Member as official seminars for the purpose of Rule 425, para 5 a) ii and 7 d). Such seminars should, if possible, be conducted during a competition, which should include a Pair Skating event. A moderator designated by the Figure Skating Technical Committee must conduct these seminars. The participants at the seminar cannot also serve as Referees, Judges or Coaches at the competition. The organizing Member must make the application for recognition to the Chairperson of the Figure Skating Technical Committee no later than October 1st, 2001 for seminars to be held in 2002.
The responsibility for the expenses of an ISU Recognized National Judges Seminar will be allocated in the same manner as applicable to that of an ISU Sponsored Seminar, with the exception of subparagraph e) which in the case of an ISU Recognized National Seminar shall read as follows:
e) The living expenses (rooms and meals) of the participating ISU/International Referees, Judges and Coaches (other than the Coach/es requested by the ISU) will be borne by their respective Members, with the exception of those participating National Judges who are fulfilling the provisions of Rule 425-6c) which in their cases will be borne by the ISU.
The ISU can only contribute financially as stated previously to a limited number of ISU sponsored and recognized national seminars each year. Members wishing to hold Recognized National Seminars, where the ISU is unable to contribute to the expenses, may therefore request to hold the aforementioned seminar by following the same application procedure. If recognition is granted, the total expenditure will then be borne by the organizing Member concerned. Members who do not receive financial assistance from the ISU could apply to their respective NOC for possible funding through Olympic Solidarity.
3. Pair Skating Seminar, Japan, November 28th-December 2nd 2001
As announced in ISU Communication No. 1111, the Figure Skating Technical Committee is organizing the above stated Judges seminar. This seminar is primarily for the Judges and Referees from Asia, Australia and New Zealand. Members are encouraged to send Judges/Referees to this seminar to increase their knowledge of Pair Skating. Please refer to ISU Communication No. 1111 for further details and for the expenses guidelines.
