Communication No. 1100: Applications For ISU Championships |
I. Applications for the following 2003 ISU Championships
World Junior Short Track Speed Skating Championships (January 3-5, 2003)
World Short Track Speed Skating Team Championships (March 8-9 or March 15-16, 2003,
see Rule 128.5)
World Short Track Speed Skating Championships (March 21-23, 2003)
Members are invited to send applications for these Championships to be received at the ISU Secretariat not later than April 15, 2001.
The same conditions as specified under item II. below for 2004 Championships apply.
II. Applications for the 2004 ISU Championships
Members are invited to submit applications for the following ISU Championships for the year 2004:
Before submitting an application, Members should ensure that the above-mentioned dates, which are in line with the ISU Standardized Calendar, can be respected. In particular, please check that no other conflicting events will be held during the period of the Championships which might affect the Championships in any way (e.g. sufficient hotel accommodation for spectators).
We draw your attention to the ISU Regulations, Rules 127 and 128, according to which:
1. Applications for Championships must be made to the ISU Council before April 15 accompanied by a statement of the above mentioned dates and place, and must be signed by the President and the Secretary of the ISU Member concerned.
2. The ISU Council, at its meeting held not later than June 30, must decide definitively when and where the Championships of the following year shall take place and provisionally when and in which country they shall be held in the subsequent two years.
3. The applicant must ask the ISU General Secretary for the respective questionnaire. The questionnaire must be completed and sent with the application.
4. Television arrangements (See Rule 105)
All arrangements for television coverage of ISU Championships, including the sale of the broadcasting rights for the country of the organizing Member, shall be made solely by the ISU in accordance with the ISU General Regulations 2000, Rule 105, paragraphs 1, 2, 3, 4 and 7.
The TV production/signal, as specified in the latest Memorandum for guidance in hosting ISU Championships, is required for all ISU Championships except the World Junior Speed Skating Championships, the World Junior Short Track Speed Skating Championships, the European Short Track Speed Skating Championships and the World Short Track Speed Skating Team Championships.
At time of release of this Communication, license agreements between TV companies and the ISU have been concluded for certain territories and for limited time periods only. Members interested in applying to host ISU Championships are therefore requested before sending the application to consult with the ISU Secretariat whether the ISU has concluded for the respective territory an agreement for the TV production of the respective ISU Championships. If no such agreement is in place, Members applying must provide the following statement produced and duly signed by the television company concerned.

We hereby confirm that if an agreement is reached between us and the ISU on TV transmission of the.................................................Championships, a live signal of international standard, in accordance with the guidelines provided by the ISU, of the entire event will be produced by our Company and that free access to the signal to all TV partners of the ISU will be provided and available on-site. The ISU shall declare in writing the names of its TV partners. All relevant costs related to the production of this TV signal will be our responsibility. Considering that there is presently no license agreement for the transmission of the above mentioned Championships between our Company and the ISU, we agree to negotiate in good faith with the ISU a fair license fee to be paid to the ISU for the transmission of the above mentioned Championships in the territory of ................. We acknowledge that the ISU at its discretion may negotiate with other TV networks at any time without liability towards us to secure the host broadcasting and transmission of the event within the territory of ...................

In the case the Host Broadcaster for the respective Championships is a member of the European Broadcasting Union (EBU), such Host Broadcaster must confirm in writing that it will fully comply with the terms of an EBU/ISU agreement in the case that such agreement would be in force at the time of the Championships.
No allotment of any ISU Championships shall become definite until an agreement with a host broadcaster in the country of the organizing Member is signed and becomes effective.
5. Advertising arrangements with the International Management Group (IMG)
a) The ISU has signed a contract with IMG for advertising for the following Championships
The advertising arrangements for the World Synchronized Skating Championships are under review. Nevertheless, until further notice, the same conditions as stated in paragraph b) below apply.
b) The ISU-IMG contract is binding on each organizer of the above mentioned Championships and must be observed. Each prospective organizer will receive upon request from the ISU Secretariat a copy of the most current Memorandum which includes the relevant parts of this contract. The Championships will not be awarded to a Member which cannot agree to fully comply with the respective Memorandum. In addition, if the rink is not owned and/or managed by the Member, the rink owner(s) and manager(s) must agree in writing that they will observe the respective Memorandum, before the award of the Championships by the ISU Council.
c) In accordance with Rule 105, para 2., "the rink area" must be free of any advertising. No advertising may be placed in the "rink area" without the approval of IMG. However, the names of the companies providing the timing and results service systems may be placed on the display board and the computing system, if so approved by the ISU General Secretary. The "rink area" means the whole of the inside of the Championships ice rink that the spectators see from their seats when watching the Championships.
The following statement duly signed by an authorized officer from the arena company/organization must be provided:

We hereby confirm that except for the advertising allowed by the ISU through its delegated Company IMG, the arena will be free from all advertising during the.................Championships. The arena means the whole of the inside of the Championships ice rink, that the spectators see from their seats when watching the Championships.

6. Financial contributions from the ISU in favor of the sport activity of the organizing Member (Rule 106)
Rule 106 states that, for all ISU Events, the contributions to Members (which include any contributions towards prize money) are based on the budget prepared by the Council and approved by the Congress, but the Council must respect criteria to ensure that the interest of all ISU Members is observed and respected. Consequently, within the limits of the Congress' accepted overall budget for contributions to the sport activity of the organizing Member, the ISU Council decides upon the allocation of the financial contribution to each Event.
Members applying for any ISU Championships will, upon request, receive an indication from the ISU General Secretary of the provisory ISU financial contribution allocated to the corresponding Championships. The ISU Council will endeavour to confirm at the time of the final allotment at least the same amount as the provisory indication during its June Council Meeting preceding the Championships. The ISU Council reserves however the right to reduce the indicated financial contribution if required by economic or other pertinent reasons.
The ISU General Secretary will inform the organizing Member of the final financial ISU contribution as well as the schedule/date of payment(s) after the ISU June Council Meeting preceding the organizing Member in due time.
The premiums will be paid by the ISU in advance and then deducted from the ISU financial contribution. The premiums are presently 1,5% for Outdoor Events, 1% for Indoor Events and 0,25% for war risk plus taxes.
Every organizer should fill out a form with the budget details and send it to Aon Group Limited. The form can be obtained from the ISU or from:

Every organizer can, at its own choice and cost, insure for a higher sum at the same rate.
10. Information regarding the Championships Hotels
Detailed information regarding the hotels is needed, so that the ISU can better compare the different applications. Please state the prices in US$ equivalent as well as the location of all hotels and the distance to the stadium. A brochure of the hotel should also be enclosed.
11. Press conferences and promotion campaigns
When a Member has been provisionally or definitely allotted ISU Championships, they must organize press conferences and promotion campaigns. These obligations must be confirmed in the application.
12. Memorandum for Guidance in holding ISU Championships
The Member applying for a Championship must confirm in writing that it will observe and follow the most recent edition of the respective Memorandum and any subsequent updating. Memorandums are available upon request from the ISU Secretariat. Any substantial financial implications resulting from changes between the Memorandums in force at time of application and at the time of the Championships will be resolved in due time.
