Communication No. 1099: Decisions of the ISU Council |
The ISU Council held its Autumn meeting on October 13-14, 2000 in Geneva, Switzerland. The following decisions have been taken during this meeting and through subsequent exchanges of correspondence:
1. ISU Appeals Commission - Rules of Procedure
The Council agreed to the Appeals Commission Rules of Procedure worked out in cooperation with the Appeals Commission and the Legal Advisors. The final version will be published shortly in an ISU Communication.
2. Insurance
The Council agreed to handle the ISU's insurance policies for Championship cancellation through a new broker, i.e. Aon Group Ltd, instead of Blanch Crawley Warren. The change will not affect current insurance cover for the cancellation of ISU Championships.
In future, organizers of ISU Championships may obtain the relevant insurance forms from the ISU Secretariat or from:

3. Video Replay System operations for ISU Figure Skating Championships
The Council agreed that in addition to the presently trained operators (Ted Barton, CAN and André Bourgeois, GBR) Alexander Kuznetsov (RUS) and Gary Clark (USA) should both be accepted as new trainees for the Video Replay System in order to ensure good geographical coverage for this function. They will be trained at Championships during the forthcoming year.
The Council decided that, until further notice, the Video Replay System will be used, as in the past, on the occasion of the World, World Junior, European and Four Continents Figure Skating Championships.
4. Changes of venue or dates of provisionally allotted ISU Championships
2001 World Short Track Speed Skating Championships, Republic of Korea:
The Council accepted a request from the organizing Member, the Korea Skating Union, to change the venue from Seoul to Jeonju City. The dates remain unchanged, i.e. March 30 - April 1, 2001.
2002 World Short Track Speed Skating Team Championships, Milwaukee/USA:
Based on input from Members, the Council decided to change the tentative dates of the above-mentioned Championships to March 30/31, 2002 (instead of March 2-3).
2002 World Short Track Speed Skating Championships, Montreal/Canada:
Also based on input from Members, the Council decided to change the tentative dates of the above-mentioned Championships to April 5-7, 2002 (instead of March 8-10).
2003 World Speed Skating Championship Single Distance, Berlin/Germany
The Council accepted a request from the organizing Member, Deutsche Eisschnellauf- Gemeinschaft, to change the dates of the above-mentioned Championships to March 14-16, 2003 (instead of March 7-9).
5. Provisional allotments of pending ISU Championships
In accordance with Rule 127 of the ISU Regulations the Council has provisionally allotted the following Championships for 2002:
2002 World Synchronized Skating Championships, April 11-14, 2002
Fédération Française des Sports de Glace: (venue to be confirmed)/France

6. 2001/2002 Junior Grand Prix of Figure Skating calendar
The events of the Junior Grand Prix of Figure Skating will be held as follows:

7. Anti-Doping
The Olympic Movement Anti-Doping Code is being incorporated into the ISU Regulations in accordance with ISU Regulations, Rule 139, paragraph 15. Once completed a new Anti-Doping Communication will be issued to Members.
The ISU Council agreed to support all efforts in the fight against doping and a substantial increase in the relevant budget was agreed. In particular the out of competition testing program will be expanded and further increased through cooperation with the World Anti Doping Agency (WADA).
8. Suspension of Skater
Jordana Blesa from the United States (Figure Skating, Ladies) tested positive for prohibited substances (in the category of stimulants) at the Junior Grand Prix of Figure Skating event in Kiev on September 22, 2000.
The United States Figure Skating Association confirmed in writing that the positive test was related to medication which had been taken inadvertently and accepted the result of the "A" sample analysis. This means that the "B" sample analysis was waived.
The ISU Council decided to suspend Jordana Blesa from all competitions for three (3) months beginning on the day of sample-taking, i.e. from September 22 to December 22, 2000.
The above-mentioned skater is excluded from the results of any competition in which she participated during the above-mentioned time period and her respective placements are withdrawn.
9. Date and place of Autumn 2001 Council meeting
The Autumn 2001 Council meeting will take place on October 12-14, 2001 in Lisbon, Portugal.
