Communication 1025 - Sanctions & Penalties

The ISU Council, based on the proposal of the Technical Committees for Figure Skating, Ice Dancing and Synchronized Skating, has adopted the following revisions to update the uniform system for recommendation of sanctions and penalties for Judges and Referees whose performance has been unsatisfactory or who are lacking the required activity. See Rules 421 & 427 for Figure Skating, Rules 588 & 591 for Ice Dancing and Rules 815 & 822 for Synchronized Skating.

(i) Sanctions and penalties are based on the Reports of the Referee, as follows:

(ii) Sanctions and penalties may also be imposed directly by the Council. See 4 i) and 4 ii) below.


Judges/Referees


1. SANCTIONS

a) NOTED

ii) striking cases of extraordinary serious error(s) and/or bias ii) repeated case of unsatisfactory Report after receiving a Letter of Criticism
iii) repeated case of late submission of Explanation Sheet(s) after receiving a Letter of Criticism for same failure iii) very serious striking error(s) in the Report
iv) repeated case of non-attendance at Event Review Meeting after receiving a Letter of Criticism for same failure iv) repeated evidence of error(s) in conducting an event after receiving a Letter of Criticism
v) serious striking error(s) in conducting an event


c) SUSPENSION

i) repeated evidence of serious errors and/or bias after receiving a Letter of Warning i) unsatisfactory refereeing (as defined in b)) after receiving a Letter of Warning
ii) very serious striking case(s) of errors in conducting the event


3. DEMOTION

i) repeated failure to comply with the Rules necessitating Letters of Advice, Criticism and Warning may result in demotion i) repeated failure to comply with the Rules necessitating Letters of Advice, Criticism and Warning may result in Demotion

4. MISCONDUCT
Judges (including when acting as Referees)Referees
i) Misconduct, as defined in ISU Rule 426, 590 and 821, may result in a sanction or penalty depending on the severity of the act. This applies to both Judges and Referees. i) Misconduct, as defined in ISU Rule 412, 583 and 809, may result in a sanction or penalty depending on the severity of the act. This applies to both Judges and Referees.

5. AUTOMATIC REMOVAL/DEMOTION FROM THE LIST OF JUDGES AND REFEREES
Judges Referees
i) failure to reply to inquiries by the Referee of an Event or Chairperson of the Technical Committee i) failure to reply to inquiries from the Chairperson of the Technical Committee
ii) evidence that the Judge does not have a working knowledge of Englishii) evidence that the Referee does not have a working knowledge of English
iii) failure to comply with activity requirements iii) failure to comply with activity requirements


6. GENERAL INFORMATION

When considering the activity of a Judge or Referee for sanctions or penalties, only the previous three years will be assessed.

If the Judges and/or Referees of a Member have been proven to be unsatisfactory, incompetent or biased over a period of several years, Rule 427: paragraph 7, Rule 591: paragraph 7, and Rule 822: paragraph 7 will apply.
