| 2002/2003 ISU Junior Grand Prix of Figure Skating Technical Announcement |
The ISU Junior Grand Prix of Figure Skating comprises eight international junior figure skating events and the ISU Junior Grand Prix of Figure Skating Final". All eight events will be held with the approval and the assistance of the International Skating Union, under the responsibility of the Member Federation concerned and in accordance with the ISU Constitution and General Regulations 2000, the Special Regulations Figure Skating 2000 and Special Regulations Ice Dancing 2000, the relevant ISU Communications and the changes of the 2002 ISU Congress. As soon as the 2002 ISU Constitution and General Regulations as well as the Special Regulations Figure Skating and Ice Dancing are published, the wording of these 2002 Regulations shall prevail.
Participation in the eight events and the Final of the ISU Junior Grand Prix of Figure Skating is open to all Competitors who belong to an ISU Member, and qualify with regard to eligibility according to Rule 102, provided their ages fall within the limits specified in Rule 108, paragraph 2 c) and they meet the participation, citizenship and residency requirements in Rule 109, paragraphs 1 through 5 and ISU Communication 1117. Passports of the skaters have to be presented at the accreditation of each individual event and the Final for verification. All competitors must be entered through their Members.
Skaters/couples entered for an event of the ISU Junior Grand Prix of Figure Skating may not participate in the same discipline of an event of the "ISU Grand Prix of Figure Skating" (senior) in the same season, except for Pairs. Also, skaters/couples entered for an event of the "ISU Grand Prix for Figure Skating" may not participate in the same discipline of an event of the ISU Junior Grand Prix of Figure Skating in the same season, except for Pairs. Only skaters entered in the Pairs categories may enter other disciplines in both ISU Grand Prix - senior and junior - in the same season. This regulation does not reflect any participation at the ISU Championships or any other international events not included in the ISU Junior Grand Prix of Figure Skating or the "ISU Grand Prix for Figure Skating".
The eight events of the ISU Junior Grand Prix of Figure Skating are:

The ISU Junior Grand Prix of Figure Skating Final" will be organized for the best Ladies, Men, Pairs and Dance Couples in
A point system within the eight events of the ISU Junior Grand Prix of Figure Skating has been established to qualify the skaters for the ISU Junior Grand Prix of Figure Skating Final. Points will be obtained according to the results in each of the eight events comprising the ISU Junior Grand Prix of Figure Skating.
According to the results of the previous World Junior Figure Skating Championships, Members are entitled to enter skaters in the eight events of the ISU Junior Grand Prix of Figure Skating shown in a special chart (see paragraph. 2 of this announcement.)
No skater (Lady, Man, Pair or Dance Couple) is allowed to participate in more than two events of the ISU Junior Grand Prix of Figure Skating, while each result will be taken into consideration for ISU Junior Grand Prix of Figure Skating points. 2. ENTRIES
2.1 Men and Ladies
Members are entitled to enter competitors in the different events of the ISU Junior Grand Prix of Figure Skating in Men and Ladies according to the following system (see annexed Tables A and B):
a) The five best placed Members at the previous World Junior Figure Skating Championships may enter two participants in all eight events of the ISU Junior Grand Prix of Figure Skating in the category concerned.
b) Members placed six to ten (see ranking order of Table A and B) at the previous World Junior Figure Skating Championships are entitled to enter one participant in all eight events of the ISU Junior Grand Prix of Figure Skating in the category concerned.
c) Members who qualified with skaters for the Final Free Skating, but were not placed in the first 10 best ISU Members (countries) of the previous World Junior Figure Skating Championships, may enter one participant in seven events of the ISU Junior Grand Prix of Figure Skating in the category concerned.
d) Members with skaters not qualified for the Final Free Skating in the previous World Junior Figure Skating Championships, but qualified for the Short Program (place 25 - 30) are entitled to enter one participant in six events of the ISU Junior Grand Prix of Figure Skating in the category concerned.
e) All other Members, not mentioned under a) to d) are entitled to enter one participant in five events of the ISU Junior Grand Prix of Figure Skating.
f) The host Member may enter in its event up to three men and three ladies.
a) to e) are corresponding with the tables under A and B (see annex).
2.2 Pairs
Members may enter two pairs in all eight events of the ISU Junior Grand Prix of Figure Skating. Concerning the host Member there is no limitation in the number of the entries in the pairs event.
2.3 Ice Dancing
Members may enter one ice dance couple in all eight events of the ISU Junior Grand Prix of Figure Skating. An additional entry will be given to the five best placed Members at the previous World Junior Championships in the ice dancing discipline (see annex Table C).
The host Member may enter three dance couples.
2.4 Additional Entries for Ladies and Men
If any Member mentioned under Table A respectively B, a) to d) does not use its right to enter skaters in the competition concerned, this slot will be given to the first Member, mentioned under b) for an additional entry.
If another Member mentioned under Table A respectively B, a) to d) does not use its right to enter skaters in the competition concerned, this slot will be given to the second Member mentioned under, b). If all Members under Table A respectively B, b) received the right of a second entry, all further places not used will not be considered for replacement. The order of priority as listed has to be observed.
2.5 Procedure of Nominating and Deadline
The following procedure is necessary to control and to calculate points as well as to offer possible changes of not used slots within the various events:
a) Entries by number Deadline June 15th, 2002
The Members concerned have to announce by June 15th, 2002 at the latest, to the ISU Secretariat and to the ISU Event Coordinator, Mr. Peter Krick simultaneously their participants by number for all eight events of the ISU Junior Grand Prix of Figure Skating. The official forms must be used. The Members must also announce by June 15th, 2002 the disciplines and/or the events in which they are originally entitled to enter participants but do not use this right. Requests of changes of events or slots must be addressed simultaneously to the ISU Secretariat and the ISU Event Coordinator with a copy to the Chair of the ISU Management Commission by June 5th, 2002.
The Members concerned have to announce by June 15th, 2002 at the latest, to the OC of the individual events and to the ISU Event Coordinator, Mr. Peter Krick simultaneously their participants by number for each individual event of the ISU Junior Grand Prix of Figure Skating. The official forms of the OC’s must be used.
Members announcing the events and disciplines after the deadline as above may lose the right to participate in the ISU Junior Grand Prix of Figure Skating.
b) Entries by Names
Entries by names must be made through the Members simultaneously to the Organizing Committees concerned, the ISU Secretariat and the ISU Event Coordinator
Each Member must also announce the official substitute entries in each discipline.
(see also the individual announcements).
c) Name Changes
Any change(s) of competitors before each event of the ISU Junior Grand Prix of Figure Skating can only be made within the names officially entered, and must be announced to the Organizing Committee(s) concerned with a copy to the ISU Secretariat and the ISU Event Coordinator.
Based on the information received from each organizing Member and/or the Organizing Committees, the ISU Secretariat, in cooperation with each Organizer of the individual event, will inform the Members concerned about changes or additional possibilities to enter competitors, e.g. para. 2.4 of this Announcement, after July 1st, 2002.
Each Member is responsible for the insurance and the travel documents of its Team participating in any of the eight Events.
Each Member Federation must turn in to the Organizing Committee concerned the official forms including the official "Declaration Form.
3. POINT SYSTEM - RANKING ORDER
3.1 Points
A point system based on the ranking of each individual event of the ISU Junior Grand Prix of Figure Skating will be established based on the following scale:

The two results of each skater/couple are to be considered for the ISU Junior Grand Prix of Figure Skating ranking order.
The points are added to a total to determine the ranking of the ISU Junior Grand Prix of Figure Skating.
World Standings Points will also be awarded according to the World Standings Procedure.
The ISU Management Commission will calculate the points for each competitor/couple after each event.
For the ISU Junior Grand Prix of Figure Skating Final the following skaters/teams will be qualified:
the top 8 ranking Men
the top 8 ranking Ladies
the top 8 ranking Pairs
the top 8 ranking Dance couples
3.2 Ties
If there is a tie by points added, the following criteria will be taken into consideration for tie-breaking:
a) the best place obtained in one of the two events will count for the better place/ranking;
If there is still a tie
b) the best Free Program in one of the two events will count for the better place/ranking;
If there is still a tie
c) participation in two events will be considered better than having participated in only one event
If there is still a tie
d) the total of the two places in the Free Program will count for the better place/ranking;
If there is still a tie
e) the best Short Program/Original Dance obtained in one of the two events will count for the better place/ranking;
If there is still a tie
f) the total of the two places in Short Program/Original Dance in the two events will count for the better place/ranking;
If there is still a tie
g) the number of participants finishing the two individual events in which the tied skaters/couples have competed, will be added to a total. The higher number of participants will count for the better place/ranking.
If there is still a tie all skaters tied are qualified for the ISU Junior Grand Prix of Figure Skating Final.
If a skater/couple does not complete an event due to illness or injury, this event will be treated as not skated, i.e. an initial round incomplete will not count for Junior Grand ranking order. Nevertheless, such an event will count as one participation, i.e. only one other participation on another event of the ISU Junior Grand Prix of Figure Skating is possible.
4. PRIZE MONEY OF EACH INDIVIDUAL EVENT
All prize money in favour of the awarded skaters will be paid at the end of each individual event though the hosting ISU Members and through the ISU Members of the awarded skaters. The withholding taxes, if any, will be deducted according to the respective law of the host country taking into account double tax treaties with the countries of the awarded skaters. The ISU is not responsible for any taxes, fees or other cost.
4.1 Prize money for each Individual Event
The Global Prize money per individual Event of the ISU Junior Grand Prix of Figure Skating will be
US$ 22.500,00
awarded to each medal winner for each category as follows:

The individual prize money will be transferred directly at the end of each event to the Member Federation concerned.
4.2 The prize money may be reduced or completely withheld if a skater/couple:
The decision to reduce or withhold the prize money can only be made by the ISU Management Commission in consultation and with the agreement of the ISU Coordinator for the "Junior Grand Prix of Figure Skating".
5. Technical Details

6. REFEREES AND JUDGES
6.1 Referees and Assistant Referees
The ISU Management Commission in close contact to the Members, hosting one of the eight events, will propose the Referees and Assistant Referees. The final decision of the Referees and Assistant Referees appointed will be made by the ISU President. The ISU Secretariat will inform the OC of the names of the Referees and Assistant Referees assigned to its event. No changes will be accepted unless approved by the ISU President. The ISU will cover the travel expenses of the Referees and Assistant Referees of each of the eight events.
6.2 Panel of Judges
Each panel in each individual event of the ISU Junior Grand Prix of Figure Skating and the ISU Junior Grand Prix of Figure Skating Final" will consist of at least seven Judges from seven different Members and one substitute Judge. Each Organizing Committee should try its utmost to compose the Panel of Judges in the single events with nine Judges from nine different Members.
6.3 Limitation of Events
No Judge may serve in more than three ISU Junior Grand Prix of Figure Skating events (Figure Skating and Ice Dancing not separated) plus the ISU Junior Grand Prix of Figure Skating Final.
6.4 Referees and Judges Honorarium
Referees, Assistant Referees and Judges will receive an honorarium of US$ 150.00 for each individual ISU Junior Grand Prix of Figure Skating event. 7. ISU Junior Grand Prix of Figure Skating FINAL

In case of injury or illness of any participant in the Final the extra bonus may be granted as an exception also for those skaters/couples who are unable to finish their event but have completed at least one initial round, provided the injury or illness is confirmed through the official doctor and, if needed, through one of the ISU Medical Advisors. The bonus will be paid to the Members concerned through the ISU. The withholding taxes, if any, will be deducted according to the individual government's law.
7.2 Prize Money

7.4 Entries
Invitations to the qualified skaters/couples will be forwarded by the Organizing Committee of the ISU Junior Grand Prix of Figure Skating Final" and the ISU Management Commission to the Members concerned, who will confirm the participation by using the official entry forms. The Members are responsible for providing all qualified and substitute skaters with the appropriate travel documents in time.
If a skater/couple cannot participate due to injury
a) the Members concerned must inform the Organizing Committee in writing immediately so that the Organizing Committee can extend an invitation to the next ranked skater/couple.
b) An injured skater/couple may be called to the place of the ISU Junior Grand Prix of Figure Skating Final", at the expense of the ISU, to be examined by the sanctioned doctor of the host country and/or an ISU Medical Advisor to confirm such injury.
7.5 Wild Card
The host Member of the ISU Junior Grand Prix of Figure Skating Final has the right to one Wild Card for a skater/couple of his own Federation, provided that no skater/couple of the host Member has qualified for the Final. This Wild Card can be used either for a Man, Lady, Pair or Dance couple.
The Wild Card can only be used for a skater/couple who was originally entered in two events of the Junior Grand Prix of Figure Skating 2002/2003 finishing at least one event but could not qualify for the Final. This skater/couple will be added to the 8 skaters/couples qualified for the Final and will skate first in the Short Program/Compulsory Dance. As a consequence of this the first group to skate will be the bigger one.
The skater/couple, entered with a Wild Card, will not participate in the Participation Bonus.
7.6 Referees and Assistant Referees
The Referees and Assistant Referees for the ISU Junior Grand Prix of Figure Skating Final" 2002/2003 will be appointed by the ISU President. The ISU Management Commission may make recommendations.
The Referees and/or the Assistant Referees of each panel must have the qualification Referee for ISU Championships. The ISU Secretariat will inform the OC of the names of the Referees and Assistant Referees assigned to the Final. No changes will be accepted unless approved by the ISU President.
7.7 Judges
The panel of Judges will consist of at least seven Judges of seven different Members and one substitute Judge.
The composition of the panel of Judges in each category will be made according to the following procedure:
a) first priority will be given to the participating Members in each category;
b) second priority, if necessary, will be given to the Member with Judges present at the ISU Junior Grand Prix of Figure Skating Final" but not mentioned under a).
c) third priority, if necessary, will be given to the host Member of the ISU Junior Grand Prix Final".
d) fourth priority, if necessary, will be given to the Member Federation who has not reached the ISU Junior Grand Prix of Figure Skating Final", starting from that skater/couple with the highest total amount of points (= first substitute).
The ISU informs through the host Member of the ISU Junior Grand Prix of Figure Skating Final" all Members concerned about the number of Judges set or qualified. The selection of Judges will be made by the respective Member. The Members are responsible for providing all selected and stand-by judges with the appropriate travel documents in time.
Judges must have the qualification of at least "International Competition".
No Judge may serve in more than two disciplines of the ISU Junior Grand Prix of Figure Skating Final.
7.8 Referees and Judges Honorarium
Referees, Assistant Referees and Judges will receive an honorarium of US$ 150.00.
7.9 Schedule
The first official practice is scheduled for Wednesday, Dec. 11th, 2002 - noon.
The Team Leaders Meeting is scheduled on Dec. 11th, 2002 - evening.
The Judges Meeting and the composition of the Panel of Judges is scheduled on Dec. 12th, 2002.
The Opening & Draws are scheduled on Dec. 12th, 2002.
All events are scheduled between Dec. 13th and 14th, 2002.
The exhibition gala is scheduled on Dec. 15th, 2002 afternoon.
7.10 Expenses
The organizer will pay travel expenses for air-fare (economy rates) for all Competitors qualified for the ISU Junior Grand Prix of Figure Skating Final", the Judges, Referees and Assistant Referees from their domicile to The Hague, Netherlands and return.
The Organizer will pay board and lodging for all Competitors, Judges, Referees and Assistant Referees from Wednesday, Dec. 11th, 2002 (incl. lunch) to Monday, Dec. 16th, 2002 (incl. breakfast). All overseas Competitors or Judges will be covered from their day of arrival until their day of departure according to their flight possibilities.
7.11 Liability
According to the ISU Constitution and General Regulations 2000, Rule 119, the organizer and the ISU accept no liability for bodily or personal injury, or for property loss or damage incurred by competitors and officials. Each ISU Member is expected to provide its own insurance protection.
7.12 Replacements
A qualified skater/couple for the ISU Junior Grand Prix of Figure Skating Final", unable to participate, will be replaced by the immediate following skater/couple based on the ranking order of points.
The first three substitute skaters/couples must imperatively stay on "stand-by" until three days before the Opening & Draws of the ISU Junior Grand Prix of Figure Skating Final" as possible alternates. The necessary flight documents must be organized through the Members concerned.
7.13 National Anthem
The Organizing Committee asks all Members to bring a copy of their National Anthem on MD, CD, DAT or audio cassette.
8. Anti-DOPING
Anti-Doping tests will be conducted in each of the eight events of the ISU Junior Grand Prix of Figure Skating and the ISU Junior Grand Prix of Figure Skating Final". The tests will be taken from each first placed skater/couple. One skater from the remainder of the skaters shall be selected by random draw in Singles, Pair Skating and Ice Dance. In case of a couple it will be determined by draw whether the Lady or the Man will be tested.
The anti-doping tests will be conducted in accordance with the current ISU Anti-Doping Code as published by an ISU Communication.
9.
