Schedule, Results & Standings

1. GENERAL

The "Grand Prix of Figure Skating" consists of six existing international senior invitational events and the "Grand Prix of Figure Skating Final". All six events will be held with the approval and the assistance of the International Skating Union, under the responsibility of the Member Federations concerned and in accordance with the 2000 ISU Constitution and General Regulations, the ISU Special Regulations Figure Skating 2000, the ISU Special Regulations Ice Dancing 2000 and the relevant ISU Communications. The final event belongs to the ISU and will be organized by Skate Canada (CAN).

The six events and the "Grand Prix of Figure Skating Final" are only open to Competitors who belong to an ISU Member and qualify with regard to eligibility according to Rule 102, provided their ages fall within the limits specified in Rule 108, paragraph 2 and they meet the participation, citizenship and residency requirements in Rule 109, paragraphs 1 through 5. Entries can only be made through the National Associations.

Skaters/couples entered for an event of the "Grand Prix of Figure Skating" may not participate in the same discipline of an event of the "Junior Grand Prix of Figure Skating" in the same season, except for Pairs. Only skaters, participating in different disciplines with the exception of the Pair category, may enter in both "Grand Prix - junior and senior" in the same year/skating season.

This regulation does not reflect any participation at the ISU Championships or any other international events not included in the "Junior Grand Prix of Figure Skating" or the "Grand Prix of Figure Skating".

The six events of the "Grand Prix of Figure Skating" are:

The "Grand Prix of Figure Skating Final" will be organized for the 6 best ranked Men, Ladies, Pairs and Dance couples in Kitchener, Canada from December 13th to December 16th, 2001.

A point system within the six events of the "Grand Prix of Figure Skating" has been established to qualify the skaters for the "Grand Prix of Figure Skating Final". Points will be obtained according to the results in each of the six events comprising the "Grand Prix of Figure Skating".

2. DESIGNATION OF THE SKATERS

2.1 Seeded skaters/couples

a) According to the results of the previous World Figure Skating Championships, the skater/couple ranking 1 - 6 in each of the 4 categories (Men, Ladies, Pairs, Ice Dancing) shall be seeded in two events. The 3rd event is optional to the skater for participation.

b) In case of retirement (or ineligibility) of any of the top 6 skaters/couples seeded, the next placed skater shall be seeded.

c) Such seeded skaters/couples must commit on their two assigned events (counting for points). Priority will be given to the home event, if possible.

d) The 3rd event in which the seeded skaters/couples are invited for participation will not count for points, but prize money will be awarded according to the placement.

e) Each ISU Member concerned must announce by August 23rd, 2001 latest which events will be the "scoring events" (two events) and which event has to be considered as the "non-scoring event". (see also paragraph 3.3)

2.2 Invited skaters/couples

a) Each organizer of the six events of the "Grand Prix of Figure Skating" may invite additional skaters/couples at their discretion. The maximum number of entries per event is set as follows:

Men, Ladies and Ice Dancing not more than 12 but not less than 10 entries

Pairs not more than 10 but not less than 8 entries

b) No invited skaters/dance couples (except seeded skaters/couples in accordance with para 2.1) may compete in more than two events of the "Grand Prix of Figure Skating". These events will count for points and prize money will be awarded according to the placement.

c) Pairs may compete in a third event, which will not count for points, but prize money will be awarded according to the placement. This additional third event must be declared through the National Federation concerned as the "non scoring event" by August 23rd, 2001.

d) No skater/couple, seeded, invited or alternate, may skate only in the exhibition of an event without having participated in this event itself.

e) A maximum of three skaters/couples of the same ISU Member may compete in the same category of any individual event of the "Grand Prix of Figure Skating"

3. POINT SYSTEM

3.1 Points

A point system based on the ranking of each individual event of the "Grand Prix of Figure Skating" is established:

3.2 Confirmation of participation of seeded skaters/couples

The ISU Members must confirm the participation of their top seeded skaters/couples in the two events designated for points and the additional third event to the "ISU Management Commission" of the "Grand Prix of Figure Skating" by July 20th, 2001. If a seeded skater/couple does not participate in that event for which he/she/they is/are designated, there will be no substitute event.

The invitations will be forwarded through the host ISU Member of the "Grand Prix of Figure Skating" event concerned.

3.3 Confirmation of participation of invited skaters/couples

The invitations for participation for skaters/couples, besides the seeded ones, will be forwarded to the ISU Members concerned through the host country of the "Grand Prix of Figure Skating" event. The National Associations of these invited skaters/couples must confirm the participation simultaneously to the ISU Management Commission and the host ISU Member by July 20th, 2001 latest. In case of a Pair the indication of which events are the scoring and which event is the non-scoring competition must be announced by August 23rd, 2001.

3.4 Restrictions for participation in Junior and Senior Grand Prix Events

No single skater (Man or Lady) or Dance couple may compete in events of the "Grand Prix of Figure Skating" as well as in events of the "Junior Grand Prix of Figure Skating" in the same skating season. This restriction is not valid for Pairs.

3.5 Restrictions for participation in "Grand Prix of Figure Skating" and "Open International Event"

ISU Communication No. 1023, regarding the ISU principles for entries for the "Grand Prix of Figure Skating" and Open International Competitions shall be applied.

3.6 Confirmation of alternates with respect to invited skaters/couples

Alternate skaters in each individual event must be approved by the ISU Management Commission of the "Grand Prix of Figure Skating". In general the deadline for alternates is set by September 24th, 2001, but for practical reasons each organizer of an event is requested to communicate directly with the Chair of the Management Commission regarding late alternates.

3.7 Points considered

The two results as confirmed/announced are to be considered for the "Grand Prix of Figure Skating" ranking order. The points are added to a total to determine the ranking of the "Grand Prix of Figure Skating" on the basis of the highest amount of points first.

3.8 Final ranking order

The ranking by points will be published immediately after the last event of the "Grand Prix of Figure Skating" (for 2001/2002 the "NHK Trophy"). Qualified for the "Grand Prix Final of Figure Skating" are

	the top 6 ranking Men 
	the top 6 ranking Ladies
	the top 6 ranking Pairs
	the top 6 ranking Dance Couples

3.9 Ties

If there is a tie by added points, the following criteria will be taken into consideration for tie-breaking:

a) the best place obtained in the two designated events will count for the better place/ranking; If there is still a tie

b) the best place in Free Skating/Free Dance in one of the two designated events will count for the better place/ranking; If there is still a tie

c) participation in two events will be considered better than having participated in only one event; If there is still a tie

d) the total of the two Free Skating/Free Dance places in the two designated events will count for the better place/ranking; If there is still a tie

e) the best place in the Short Program/Original Dance obtained in one of the two designated events will count for the better place/ranking; If there is still a tie

f) the total of the two places obtained in the Short Program/Original Dance in the two designated events will count for the better place/ranking. If there is still a tie

g) the number of participants finishing the two individual events in which the tied skaters/couples have competed, will be added to a total. The higher number of participants will count for the better place/ranking. If there is still a tie all skaters tied are qualified for the "ISU Grand Prix of Figure Skating Final".

4. PRIZE MONEY OF EACH INDIVIDUAL EVENT, POINT BONUS and EXHIBITION FEE

All prize money in favor of the awarded skaters will be paid at the end of each individual event through the hosting ISU Members and through the ISU Members of the awarded skaters. The withholding tax, if any, will be deducted according to the respective law of the host country taking into account double tax treaties with the countries of the awarded skaters. The ISU is not responsible for any taxes, fees or other costs.

4.1 Prize money for each individual event

The Global Prize Money per individual event of the "Grand Prix of Figure Skating" will be US$ 264,000.00 awarded to winners and placed skaters/couples as follows:

Prize money may be reduced or completely withheld if a skater/couple:

i) will not participate in the final exhibition gala of the Event concerned with at least one exhibition number (show dance or similar) plus an "encore" if so requested.

ii) do not attend the press conference after his/her/their event.

iii) do not take part in social events if asked by the ISU and/or the organizer.

The decision to reduce or withhold the prize money can only be made by the ISU Management Commission after consultation with the ISU Coordinator for the "Grand Prix of Figure Skating".

4.2 Point Bonus System

The point system will globally allocate US$ 37,800.00 to the athletes who scored points but did not participate in the prize money in the individual event(s) and did not qualify for the "Grand Prix of Figure Skating Final". Individual payment of this "point bonus" will be made after the "Grand Prix of Figure Skating Final" to the National Associations concerned.

4.3 Exhibition Fee

Exhibition fee will only be paid to skaters/couples who are not awarded with prize-money. The exhibition fee is set at US$ 200 for single skaters and US$ 300 for Pairs respectively Dance couples.

Ice Dancing:	Compulsory Dance	One of the four Compulsory Dances announced for
					2001/2002 will be executed in each of the six events. The prescribed 
					Compulsory Dances determined by the IDTC for each event are as follows:

					Any 2 or 3 of: a dance in Flamenco style, a Tango, a Paso Doble, and/or a 
					Waltz (which should be performed in Spanish manner), any tempo, any time 
					signature, vocal music is permitted. Music and composition in accordance 
					with the ISU Special Regulations Ice Dancing 2000, Rule 509 and all pertinent 
					ISU Communication (i.e.1109)

6 REFEREES AND JUDGES

6.1 Referees and Assistant Referees

Each Member Federation hosting an event of the "Grand Prix of Figure Skating" will propose to the Management Commission the names of Referees and Assistant Referees, who are selected for invitation by a date set and communicated by the ISU Management Commission. The co-ordination will be made by the Management Commission, and submitted to the ISU President for final confirmation.

At least one ISU Office Holder (Member of Figure Skating or Ice Dancing Technical Committee) but not more than two may serve as Referee and/or Assistant Referee in an individual event of the "Grand Prix of Figure Skating".

6.2 Panel of Judges

Each panel in each individual event of the "Grand Prix of Figure Skating" and the "Grand Prix of Figure Skating Final" will consist of at least seven Judges from seven different ISU Members and one Substitute Judge.

6.3 Limitation of Events

No Official (Referee, Assistant Referee, Judge) may serve in more than two out of the six events of the "Grand Prix of Figure Skating" (Figure Skating and Ice Dancing not separated). The "Grand Prix of Figure Skating Final" does not count for this limitation.

No official may serve in more than 2 categories within the same event of the "Grand Prix of Figure Skating".

Each organizer of an event of the "Grand Prix of Figure Skating" must inform the ISU Management Commission of the name and country of the Judges, entered for this event, by September 14th, 2001 latest respectively immediately after the entry deadline of the event concerned. All name changes of Judges must be forwarded to the ISU Management Commission as well.

6.4 Referees and Judges Expenses

Referees, Assistant Referees, Judges and Substitute Judges will receive an honorarium of US$ 300.00 in each individual "Grand Prix of Figure Skating" event and US$ 600.00 for the "Grand Prix of Figure Skating Final".

7. ALTERNATES

7.1 Replacement of seeded skaters in the "Grand Prix of Figure Skating"

A top seeded skater/couple who becomes ineligible will be replaced by the immediate following skater/couple based on the results of the previous World Figure Skating Championships.

7.2 Replacement of non-seeded skaters in the "Grand Prix of Figure Skating"

The ISU Management Commission will decide upon any replacement of skaters who is requested or necessary after August 23rd, 2001.

8. GRAND PRIX OF FIGURE SKATING FINAL 2001/2002

According to the ranking order by points 

			the top 6 Men and Ladies, 
			the top 6 Pairs and
			the top 6 Dance Couples 

are invited to the "Grand Prix of Figure Skating Final" , which will take place in Kitchener, Canada, from December 13th to December 16th, 2001

8.1 Bonus for participation in the "Grand Prix of Figure Skating Final"

A skater/couple will receive an extra bonus of US$ 10,000.00 for participation in the "Grand Prix of Figure Skating Final", provided the skater/couple

a) completes all initial rounds of the final event including the exhibition;

b) participates in the exhibition gala with at least one exhibition number show dance or similar plus an "encore" if so requested;

c) takes part in all social events, if asked by the ISU and/or the host organizer

The decision to reduce or withhold the participation bonus can only be made by the ISU Management Commission together with the ISU Coordinator for the "Grand Prix of Figure Skating".

Skaters/couples who are unable to finish their event in case of injury or illness but have completed at least one initial round in the final event may be granted the extra bonus as well, provided that a medical confirmation by the official doctor/Medical Advisor of the ISU can be presented.

The bonus in favour of the awarded skaters will be transferred by bank from the hosting ISU Member to the Member Federation of the awarded skater. The withholding tax, if any, will be deducted according to the respective law of the host country taking into account double tax treaties with the countries of the awarded skaters. The ISU is not responsible for any taxes, fees or other costs.

8.2 Prize Money

The ISU will make available the Global Prize Money of the "Grand Prix Final of Figure Skating" of US$ 492,000.00 to the skaters through their National Associations. All prize money in favour of the awarded skaters will be paid immediately after the "Grand Prix of Figure Skating Final" via bank transfer from the hosting ISU Member to the Member Federation of the awarded skater. The withholding tax, if any, will be deducted according to the respective law of the host country taking into account double tax treaties with the countries of the awarded skaters. The ISU is not responsible for any taxes, fees or other costs.

		Free Dance B		Duration: 4 min.  +/- 10 sec.
					in accordance with ISU Special Regulations Ice Dancing 2000, Rule 510 
                                        and all pertinent ISU Communications (i.e.1109);

Special Remarks: Free Dance "A" and "B" must be completely different programs. Free Dance "B" must be a  "new" 
                 Free Dance.

8.4 Special regulations for the "Grand Prix of Figure Skating Final"

(Any possible changes or necessary clarifications would be communicated in due time)

The Short Program/Original Dance and the first Free Skating / Free Dance A will be skated on one day, the second Free Skating / Free Dance B on the following day. The skating order for the second Free Skating / Free Dance B is the reverse order of the ranking order of the combined result Short Program/first Free Skating respectively Original Dance/Free Dance A. (last place skates first, first place skates last).

The results will be calculated according to ISU Regulations 353 to 356, respectively 543 to 546.

8.5 Entries

Invitations on behalf of the ISU to the qualified skaters/couples will be forwarded by the host Organizing Committee of the "ISU Grand Prix of Figure Skating Final” to the National Associations concerned including all official forms.

If a skater/couple cannot participate due to injury

a) He/she/they must inform the Organizing Committee in writing through the respective ISU Member immediately so that the Organizing Committee can extend an invitation on behalf of the ISU to the next ranked skater/couple.

b) An injured skater may be called to the place of the "ISU Grand Prix of Figure Skating Final”, at the expense of the ISU, to be examined by the ISU Medical Advisor

8.6 Referees and Assistant Referees

The Referees and Assistant Referees for the "Grand Prix of Figure Skating Final" will be appointed by the ISU President. The ISU Management Commission may submit recommendations to the ISU President. The Referees must have the qualification "Referee for ISU Championships", the Assistant Referees should have the qualification for at least "ISU Referees for international competitions".

8.7 Judges

The panel of Judges will consist of at least seven Judges from seven different ISU Members and one Substitute Judge. All Judges must have the qualification "Judges for ISU Championships".

The composition of the panel of Judges in each category will be made according to the following procedure:

a) first priority will be given to the participating ISU Members in each category;

b) second priority, if necessary, will be given to the "Grand Prix of Figure Skating" Members;

c) third priority will be given to the Member Federations with Judges present at the "Grand Prix of Figure Skating Final" but not mentioned under a).

d) fourth priority will be given to the host country of the "Grand Prix of Figure Skating Final".

e) fifth priority, if necessary, will be given to the ISU Members with skaters/couples not qualified for the "Grand Prix of Figure Skating" Final" in the discipline concerned, starting from that skater/couple with the highest total amount of points (= first substitute).

Immediately after the conclusion of the "Grand Prix of Figure Skating" the Management Commission will inform all Member Federations concerned about the number of Judges set or qualified. The selection of Judges will be made by the respective ISU Member.

No Judge may serve in more than two categories of the "Grand Prix of Figure Skating Final".

8.8 Schedule (subject to change)

The departure for all teams is planned on December 16th, 2001 immediately after the Exhibition Gala.

8.9 Expenses

The organizing Member will pay travel expenses based on economy air-fare rates for all Competitors qualified for the "Grand Prix of Figure Skating Final", for all Judges invited (see 7.7), the Referees and Assistant Referees from their domicile to Kitchener and return.

The organizing Member will pay board and lodging for all Competitors and Judges, Referees and Assistant Referees from Wednesday, December 12th, 2001 (incl. lunch) to Monday, December 17th, 2001 (incl. lunch). This period might be extended due to individual flight arrangements.

8.10 Liability

According to ISU Constitution and General Regulations 2000, Rule 119, the organizer and the ISU accepts no liability for injuries or damage sustained by Competitors or Officials. Each ISU Member is expected to provide its own insurance protection.

8.11 Travel documents, permits

Due to the limited time between the last event of the "Grand Prix of Figure Skating" (NHK-Trophy) and the "Grand Prix of Figure Skating Final" all qualified Team Members are requested to take care of their individual travel documents/permits (visa etc.) in time.

9. ALTERNATES

9.1 Replacement for the "Grand Prix of Figure Skating Final"

A qualified skater/couple for the "Grand Prix of Figure Skating Final", unable to participate, will be replaced by the immediately following skater/couple based on the ranking order of points.

The first three alternate skaters/couples must stay on "stand-by" until three days (until December 10th, 2001 - noon (local time Canada )) before the Opening & Draws of the "Grand Prix of Figure Skating Final" as possible alternates. These alternate skaters/couples are responsible for their own necessary visa or travel documents.

Replacements do not influence at first the invitation of Judges respectively the composition of the panel of judges.

9.2 Decision for Replacements

The ISU Management Commission together with the ISU Coordinator of the "Grand Prix of Figure Skating" decide upon any replacements for the Final.

10. INJURIES OR ILLNESS OF TOP SEEDED SKATERS

In case of any injury or illness, a medical certification, confirmed by the National Association and/or an ISU Medical Advisor, has to be sent to the Chairman of the ISU Management Commission and the ISU Secretariat simultaneously.

11. ANTI DOPING

Anti Doping tests will be conducted in each of the six events of the "ISU Grand Prix of Figure Skating" as well as in the "Grand Prix of Figure Skating Final".

The tests will be carried out on the best skater of the final result in Singles (after the final Free Program), Pair Skating (after the final Free Program) and Ice Dancing (after the final Free Program). One skater from the remainder of the skaters shall be selected by random draw in Singles, Pair Skating and Ice Dancing. In Pair Skating and Ice Dancing, either the man or the lady, but not both, shall be tested and shall be selected by random draw.

Anti Doping tests will be carried out according to ISU Regulations and the current Anti Doping Communication.
